Project Description
Split Rock Creek flows from the North to the South through the East side of Brandon and is a tributary of the Big Sioux River. The City has participated in the Flood Insurance Program since 1979 for Split Rock Creek. The existing Flood Insurance Rate Map (FIRM) for Split Rock Creek depicts land which has been determined to be subject to a 1% (100-year) or greater chance of flooding in any given year. The FIRM is used to determine flood insurance rates and to help the community with floodplain management.
The existing floodplain on the FIRM was classified as a Zone "A" with no actual flood elevations. Stockwell Engineers was hired by the City of Brandon to complete a Base Flood Elevation Study of Split Rock Creek to provide flood elevations. Stockwell completed the necessary survey work and computer modeling of the creek to determine the current floodplain boundary and floodplain elevations. This information was submitted to FEMA for their review and approval. FEMA then issued new FIRMs showing the new Zone "AE" classification, new floodplain boundary and new floodplain elevations. The City and Stockwell then worked together to inform affected property owners and provided them information to get their homes removed from the floodplain. The base flood elevation study will be a powerful tool for the City to use for floodplain management and future development along Split Rock Creek.
