Project Description
This project was a joint effort between the City of Brandon and the South Dakota Department of Transportation that required a timely design as well as construction of a major arterial street from a rural to urban street section. This project included total street reconstruction of a one full mile segment of Holly Boulevard extending from Sioux Boulevard to Splitrock Boulevard (HWY 11). The existing Holly Boulevard corridor carries high volumes of traffic and must be improved to meet future anticipated traffic demands.

Final design elements of Holly Boulevard includes the widening and reconstruction of the roadway to contain two through lanes, one in each direction, with a center turn lane, this street section is consistent throughout the entire length of the project. Other elements include an urban street section with new concrete curb & gutter, 8’ wide sidewalks/bike path on both sides of the street, concrete pavement, colored concrete crosswalks, colored/stamped concrete sidewalk, full signalization of two intersections, street lighting, and traffic control/phasing plan for construction. All pedestrian facilities were brought up to current ADA standards as well. Stockwell Engineers, Inc. has coordinated with numerous private utility companies within the roadway corridor, and have assisted in the acquisition of new right-of-way and temporary construction easements.

Construction will also include upgrading of existing public utilities extending throughout the project. Approximately 4,500 feet of water main replacement will take place, replacement of various sanitary sewer manholes with PVC lined manholes, and the installation of approximately 7,700 feet of storm sewer varying in size from 12” RCP to 48” RCP and ARCP.

Also included as part of this project are various upgrades to specific sites adjacent to it. These upgrades include new parking lot and access layouts for better access management onto Holly Boulevard with new concrete curb & gutter and asphalt surfacing.
