Jon Brown
Owner/ President
Jon Brown is the owner and president of Stockwell Engineers and he is primarily responsible for the successful management of the firm. His management of multiple successful projects has proven his ability and extensive expertise.
Jon’s involvement as a project engineer in Sioux Falls and the surrounding communities includes infrastructure design in new and rehabilitated areas. He has incorporated his knowledge of utility design including water main, sanitary, and storm sewer design, and also street design concepts including the cost effectiveness of pavement analysis of concrete and asphalt pavement. Jon specializes in downtown projects incorporating pedestrian and storefront amenities.
Jon also has extensive experience in the design of park facilities specifically master planning for sporting complexes, bike/pedestrian trails, and parking lots. From project concept to project completion, he assures the success of the project.

Nick Borns
Nick Borns has been involved in the construction administration and design of several municipal projects in Sioux Falls and continues to demonstrate the necessary qualities to complete these projects successfully. His role as a design engineer includes subdivision layout, street design, water main, sanitary and storm sewer and general site design.
Nick has the ability and know-how of construction administration to cover property owner concerns and contractor and owner requests. Nick displays on a daily basis the commitment to the tacks necessary to complete a successful project from beginning to end.

Heidi Condon
Heidi Condon has been dynamically involved in the successful design of many residential and commercial projects, parks and recreation facilities, and municipal projects in Sioux Falls and the surrounding area. Through the design process, she utilizes her expertise to develop grading plans, water main and booster station design, storm and sanitary sewer design and system analysis, and water quality facility design.
Heidi is proficient in the use of drainage analysis and modeling software packages including XP-SWMM, HEC-HMS, and Hydroflow Hydrographs. Along with hydraulic modeling, she has extensive experience incorporating Best Management Practices in the design of drainage systems.
The successful completion of these projects includes meeting water quality standards and providing for detention during significant rainfall events. This valuable experience has familiarized Heidi in the management of public and private projects and has allowed her to develop and maintain professional relationships.

Jon Fischer
Jon Fischer has utilized in the involvement of project design and construction administration on many projects in Sioux Falls and surrounding communities. He displays the ability to manage several projects through acquiring easements, securing funds, and examining and recommending improvements on facilities such as water main distribution systems, and sanitary sewer collection and treatment systems.
Jon has provided the experience and knowledge of prioritizing projects based on funding availability to guide municipalities through the project planning and completion process. He has also been extensively involved in project administration on numerous successful projects.
Jon demonstrates the astute ability of maintaining crucial contractor, resident, and city official relationships throughout project progress and successful completion.

Gabriel Laber
Gabriel Laber has extensive experience with municipal infrastructure projects for several communities throughout eastern South Dakota. His involvement has included water and sewer facility plans, design engineering, plan and specification preparation, construction observation, and construction administration. Gabriel's design experience includes water distribution, booster stations, water storage, wastewater collection, lift stations, wastewater treatment, storm sewer, and street design.
Gabriel has experience with all phases of a project, from conception through construction. He maintains good communication between the client, funding groups, planning districts, and contractors to deliver a quality product that is on time and within budget.

Mitch Mergen
Mitch Mergen utilizes his experience in project design and construction administration to facilitate the successful completion of projects he is involved with. His ability to manage a project from the preliminary design to completion exemplifies the process of a successful project.
Mitch is involved in all facets of the design of municipal projects in Sioux Falls and several surrounding communities, mainly Hartford. These responsibilities include street design, water main, sanitary and storm sewer and general site design. Mitch is also dynamically involved in facilities and master planning including water main distribution systems, and sanitary sewer collection systems for municipalities.
Mitch understands and demonstrates the ability to establish and maintain relationships from residents and City Staff, to the City Council. These vital relationships aid in the success of projects that Mitch is involved in.

Jason Reaves
Jason Reaves has been extensively involved in the successful design and project administration and inspection services of numerous municipal and parks and recreation projects throughout the region.
Jason’s primary functions as design engineer include water main, storm and sanitary sewer, site design of various projects including parking lots, grading, and surfacing of concrete and asphalt pavement. He has also been actively involved in the design of numerous park facilities including ball fields, recreational facilities and many bike/pedestrian paths.
Jason’s knowledge and experience of executing plans and specifications through project administration has proven to be a valuable member of the firm. He strives to assure client satisfaction from the preliminary stage to final completion of each project.

Gaard Rops
Gaard Rops has extensive experience in infrastructure design for numerous commercial and industrial projects. He is primarily responsible for coordinating with clients and governmental agencies and preparation of various projects, as well as supervision of the design and ongoing progress of a project.
Gaard’s experience of various design concepts, theory precepts and practices, helps to control conflicting designs and coordination requirements on many site and municipal projects. His utility design experience includes sanitary sewer sizing and layout, drainage basin analysis, and water main layout and analysis.
Gaard specializes in site design including parking lot geometric layout for access and parking and implementing ADA rules and regulations. The experience that he represents in coordination with various governmental agencies allows for the successful completion of an array of projects.

Paul Sanow
Paul Sanow has been dynamically involved in the design of numerous municipal and other various projects in Sioux Falls and surrounding communities. From concept to successful completion of these projects, Paul’s primary roles included street design, water main, sanitary and storm sewer and general site design, property owner negotiations, permitting, and right of way and easement acquisition.
Paul also has a wide-range of experience in providing construction administration and observation on numerous projects. His involvement as project engineer during construction includes assuring plans and testing are carried out according to owner standards and specifications.
Paul also provides the essential ability to establish and maintain relationships to assist in the daily coordination and communication between the owner, project and private utility contractors, adjacent business owners, developers, and property owners.

Rex Stockwell
Rex Stockwell utilizes his valuable 35 years of experience in the successful management of a magnitude of Stockwell Engineers projects. He is primarily responsible for project management include the administration on various municipal and parks and recreation projects in Sioux Falls and the surrounding area.
Rex specializes in the site design of park and recreational facilities including sporting complexes such as soccer fields, natural and artificial turf football fields, tracks, baseball and softball fields.
Rex has been a foundation in the revitalization of the namesake of Sioux Falls, Falls Park, and several other major parks including many miles of the popular pedestrian/bike path system. As the original founder of Stockwell Engineers, Inc., Rex understands the importance of client relationships and a well-managed successful project.

Andy Wagstrom
Andy Wagstrom has experience in numerous facets of design and construction management. He is greatly involved in the design of many Commercial and Industrial sites in the Region including Industrial Parks, railroads and spur tracks, and general site design.
Andy also has valuable experience in the design and construction administration of numerous municipal and park and recreation facilities. He is very familiar with ADA rules and regulations and has incorporated these into park design and improvements in the Sioux Falls area.
